Video interview: CARB sticking by its regulatory guns

California Air Resources Board (CARB) Chairwoman Mary D. Nichols told AEI in an interview at the SAE 2013 World Congress in Detroit that the agency has had great success in helping to clean the Golden State's air—and that it will continue to wield its regulatory powers to make it even cleaner.
